By writing this letter to Colonel Conde, we hope to bring the attention of the U.S. Army Corps of Engineers to the crucially understudied mixing layers of water bodies. In the surface layer specifically, the interface between the atmosphere and in oceans (for example), hydropower operations have disrupted natural seasonal cycling. Gulf of Maine marine processes have directly been altered by large-scale Hydro-Quebec impoundments. Two major Atlantic fishery collapses in the past 50 years become the by-product of poor management. As Dr. Hans Neu’s prescient messages become clearer with each passing day, so do too the need for action. The need for an integrated Environmental Impact Statement (EIS) as part of the CMP’s Environmental Assessment (EA) is crucial and necessary.
